Tobacco Products Directive introduced by the EU puts multiple restrictions on manufacturing, packaging and sale of e-liquids and nicotine bases. As we all know, according to current regulations the sale of nicotine bases and e-liquids with nicotine strengths above 20mg/ml to the consumer is strictly forbidden, as is the sale of any liquids containing nicotine in packaging larger than 10ml.

These two conditions basically put an end to DIY e-liquid manufacture – no more diluting of high content nicotine bases, no more mixing your own e-liquids at home, no more favorite flavor combinations etc. In theory….

We have dedicated some time and resources to work this issue out and have prepared something that may interest DIY vapers in Europe and possibly other parts of the world.     Whille this is a good idea the price of 1 10ml container being the same as 100ml base is not thrilling. Want to enable diy ? Simple make packs of 10 10ml bases the same price like 1 100 ml bottle with sam nicotine ammount + 1 dollar and beat the tpd restriction… And operate within law…

    • That sounds so good, when you are a consumer :)
      You are not accounting for the packaging that costs a lot compared to the product it holds, you are not accounting for the registration fees we have to pay for every nicotine product we want to introduce (in your example that is 10 times the cost of registering one 100ml nicotine base) or the laboratory tests and certifications that are not free either but are mandatory for all new products.

    Isn’t the more logical thing for you to sell 10 X 10 nicotine bases for almost the price of 1 x 100ml base? Sure i understand the packaging is expensive, so you add 2 dollars on the pack
    this is in all fairness too expensive for just the base.

      It seems logical when one is unaware of the additional costs the manufacturer has to bear to test, certificate and register a product. This is the reason why a lot of small companies will cease to exist – they will not afford to introduce any products to the market.

        I use 72mg at the moment and have frozen gallons of it :) Now you state that for you to sell them in say 10 x 10ml bottles etc their are hidden costs for registering etc… Thing is you have already registered that batch so the only additional costs are that of packaging and possibly postage if the weight of the extra containers peaks it to the next price level.

        You are saying you cannot do it with a reason that you would have to register/test/certify every single 10ml bottle… That is not the case

          Not sure what do you mean by “registering a batch”, one does not register batches but products. In case of 10ml NicBase nicotine bases we have to register every ratio of every strength. One nicotine strength of one PG/VG ratio is one product. The 10ml NicBase line consists of 3 ratios in various nicotine strengths giving a total of 9 products we had to test and register. If you are familiar with TPD registration costs in all EU countries you do know that it may bear a hefty price tag.
          Could you also explain where did we say we have to register every bottle?
          As for the frozen 72mg nicotine bases – congratulations!

            You do not have to notify or pay fees for every strength, you only need to notify the highest strength so 18 mg / ml and that’s it, so then it only leaves the additional packaging for 10 x 10 ml bottles.

            You would only need to notify every nicotine containing liquid if they were all different flavours, if you notify all of them in one go, then there’s no additional fees.

            I think you better go read the TRPR guidance tbh.

          • Different PG to VG ratio also means another product. Nonetheless, thank you for your suggestion, our lawyers will look into various countries’ regulations for that possibility.

      Our B2B sales will continue as usual – we will still be offering NicBase in bulk packaging. This product is offered to make it possible for our distributors to present a DIY ready nicotine bases to their customers, as a product ready for resale.
      All manufacturers can still purchase PureNic 99+, NicBase and flavorings in bulk packaging at usual prices, as the TPD does not affect B2B sales.
      Hope i clarified that a bit.
